Basically it looks like something wrong with this kind of ivy dependency
declaration:

After manual upgrade of plugin installed from rpm, a text "downgrade to version
null" appears in web ui instead of "downgrade to version 1.1".

Steps to Reproduce:
1. install rawhide version of jenkins-junit-plugin to /chroot
2. jar cfm /tmp/hpi.hpi
/chroot/usr/share/jenkins/plugins/junit/META-INF/MANIFEST.MF
/chroot/usr/share/jenkins/plugins/junit/WEB-INF
3. go to pluginManager -> advanced
4. upload /tmp/hpi.hpi
5. restart jenkins
6. go to pluginManager -> installed
Actual results:
"downgrade to version null"
Expected results:
"downgrade to version 1.1"
