Description of problem:
icu4j version has been updated in the upstream. The change is very subtle, as the fourth segment of the version was changed, and therefore it went almost unnoticed in Eclipse community (because Eclipse supports only 3 segments and a qualifier).
The problem is that Eclipse cannot be build without 4.4.2.2.

I've also heard that we're going to need icu4j 4.8 for Eclipse 4.2 so having to update again in the next few months is another good reason to apply for commit privileges :)
