These files are also part of OpenJDK, so the bundled nature should be mentioned in spec file.
This is not a pure API package, there is some actual code (which even deals with the security manager).

yes but this package provides more fresh apis than OpenJDK are you sure that is not OpenJDK that does not meet this?
This is not a pure API package, there is some actual code (which even deals with the security manager).
here *only* apis jaxb implementaion is provides by glassfish-jaxb

Please look at src/main/java/javax/xml/bind/JAXBContext.java and src/main/java/javax/xml/bind/ContextFinder.java. This is not just an API. These classes are included in the installed JAR file.
