It also looks like the implementation and api stuff was merged into one repo. Should the fedora packages reflect this change as well?

Yes, IMO glassfish-jsp-api component should be retired and glassfish-jsp-api should become a subpackage of glassfish-jsp. For reference see glassfish-el and glassfish-el-api.

Any later versions have changed their groupId:artifactId and were moved from javaee → eclipse-ee4j, and will probably need the a new ee4j-parent package, and aliases for the old IDs.
