Click Learn More (Goes to https://spins.fedoraproject.org/)
Click KDE Plasma Desktop (Goes to https://spins.fedoraproject.org/en/kde/)
Scroll Down
Click Download Now (Goes to https://spins.fedoraproject.org/kde/download/index.html)
Click Download (Should start the download..

While admittedly not a short process, seems to be working at the moment.
