I did a little experiment in a virtual Machine using fedora 15-kde + kde-unstable. First updated KDE and excluded the qt bits, and the menu worked as expected. Then I upgraded qt to 4.8 beta and there it is again. So I would say it's a qt problem, no?

ALT/F3 acts the same as clicking on the far left title bar icon (Menu) and the menu opens top left corner of the open window not the Desktop.
Video driver problems maybe?
