Pull request with a fix.
I have tested this, and verified that it works, and that when you do a "dnf
update" after, nothing needs to be updated.

The problem is that you don't have the epel-next repo anywhere.
At the very least you need to have "epel-next-release" in
kickstarts/8/base.ks
If you wanted the newer kde packages installed during install you need to
add the epel-next repo to kickstarts/8/base-repo.ks
I believe it should be
repo --name=epel-next --mirrorlist=
https://mirrors.fedoraproject.org/metalink?repo=epel-next-$releasever&...
or possibly just
repo --name=epel-next --mirrorlist=
https://mirrors.fedoraproject.org/metalink?repo=epel-next-$releasever&...
