Ya, I ran into that "<someone> is not a maintainer of the
<some-package> package" a while back when I was getting EPEL8 up and
running.
If I go through my emails, I could get the exact date.
That's why I've been trying to get many of the kde related packages
co-maintained by the kde-sig. Most are, but some aren't.
I've even had maintainers say it's ok for them to branch it, but they
still wouldn't / couldn't until I was made co-maintainer.
