Sorry, xdvi is not a KDE application, so this is not the best place to ask this question. I don't know what's wrong, the people who do are probably not on this list.

Possible, but since xdvi is a pure X11 application (at least I would expect it to be, I'm not a user of it), I doubt KDE changed anything. I'd say something in inotify changed.
But hey, what are you doing still using xdvi? Okular FTW! ;-)
Basically, I prefer to use xdvi (and xpdf) because I am more familiar with them.
To each his own.
But I confess that I also feel that in these as in several other cases I'm not convinced that KDE can add anything to well-tried applications.
One thing I love about Okular is that it does wrap-around when grab scrolling (when hitting the bottom of the screen, the mouse goes to the top of the screen and vice versa). I wish gwenview had this for panning over images…
