I'm assuming you read the whole thread on ask.fedora.  Including the part where they noted that what they were using to time, was inaccurate.

Average results:


systemd-analyze time manual stopwatch
Plymouth: disabled 28.3s 34.2s
Plymouth: enabled 51.2s 37.0s


I personally turn off plymouth, because I like watching the various debug stuff go by.
But plymouth has its place in making your average computer user not think their Fedora machine is primitive.
