This is already the case.  kde-baseapps.spec already includes:
BuildRequires: baloo-devel >= %{version}
BuildRequires: baloo-widgets-devel >= %{version}

(with no mention of nepomuk).

So, if something isn't enabled or working right, its not a matter of 
missing build dependencies.

I had to install baloo-widgets by hand after updating kde.

Also AFAICS no other package requires baloo-widgets:

# repoquery --whatrequires --alldeps baloo-widgets
baloo-widgets-devel-0:4.13.0-1.fc20.x86_64
