5.7.1: new bluez dependencies

why?
none of it needed on a static configured workstation

They're new, but optional, dependencies.  You should be able to remove them, 
if you wish.

not without removing my metzapacjages listing the packages which are 
installed by intention and "package-cleanup --leaves --all" also don't 
offer that

Hrm, nevermind.  More specifics: the new deps are in powerdevil, which 
(iirc) includes a new feature that allows for power-saving options depending 
on wifi/bluetooth location/detection.

So, the kf5-bluez-qt and kf5-networkmanager-qt deps in powerdevil are now 
non-optional, but we can consider making bluez optional (similar to what 
we've done for kf5-networkmanager-qt/NetworkManager, PackageKit-
Qt5/PackageKit).

Implemented the bluez "optionalness" in bluedevil-5.7.2-2 and kf5-bluez-
qt-5.24.0-2 (currently only rawhide).  This will get rolled into future 
f23/f24 updates.
