I have 3 hard drives and like to keep one tab for each drive open.
Whenever I start Dolphin, however, it opens with only one tab, even though I closed it with 3 tabs open.
Is there a way to make Dolphin remember that it was closed with 3 tabs and to reopen each tab to the default location for each (likely the root of each of my hard drives)?

Not exactly wath you want, but from command line you can do:
dolphin /path/to/location1 /path/to/location2 /path/to/location3

You're right, not exactly what I want, but it certainly would do what I want. I would have to edit the menu, so maybe I might even try it :-)
I have searched through the dolphin configuration and I have not found anything to set this up, so it probably doesn't exist.
I could suggest a 'wish' on bugs.kde.org, but I have found that developers are very defensive when one makes improvement suggestions, and one gets the response: "This is not what our development committee has decided."
