OK, whatever repo that is providing vivaldi-beta, either doesn't sign their rpms, or you have not yet imported the key used to sign it

It's just 1 package: vivaldi-beta dnf doesn't show any update, must be using different metadata.
I disagree - going into an infinite loop while providing no useful information is a bug in my opinion

nonsense - wrong configured or unsigned 3rd party repos are not a problem of Fedora and you have enough tools like "dnf info vivaldi-beta"
