[OS-BUILD PATCH] redhat/configs: automotive: Disable CONFIG_NUMA config

redhat/configs: automotive: Disable CONFIG_NUMA config

Disable CONFIG_NUMA config and this also
automatically disables it's related dependencies.

This is needed to satisfy a requirement of FuSa efforts
for RHIVOS.
