Upstream Status: RHEL only

Disable The TIPC Protocol, this also automatically
disables and it's related dependencies

This is needed to satisfy a requirement of FuSa efforts
for RHIVOS.

I've also retriggered this pipeline, it seemed to have infrastructure issues
when it last ran ("Too many pipelines created in the last minute"). Let's hope
it passes this time.

Btw, as soon as I comment on this, this will become a (blocking) thread.
You'll have to mark it as resolved at some time to allow the MR to be merged.
