The logic is below:
1. kdump succeeded --> final_action
2. kdump failed --> default (failure_acion) --> final_action
So in either cases if change final_action to "failsafe" it will be odd.
final_action is just the final action without considering previous
results succeeded or not
Unless default action is reboot, halt, or shutdown that is choosed
by user.
