The kmod package doesn't need to require kmod-libs anymore, since /bin/kmod has
been statically linked with libkmod since kmod-15 or so.

Related to that, the Requires in kmod-devel would need to switch to
kmod-libs%{?_isa} = %{version}-%{release} instead of requiring the main kmod
package.

Hm, seems you are correct.  I missed that when making the upgrade.

However, I'm not sure changing it is really worthwhile at this point.  What
effect do you see this having given that systemd depends on the libraries?  It
seems like a somewhat academic exercise.

Huh, I didn't catch that systemd links to libkmod. Based on that I would expect
the net effect to be nothing.

I agree that this is low-to-no priority. I just ran into it while unraveling
and explaining away some rpmdiff messages and thought I would share.

This message is a reminder that Fedora 23 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 23. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '23'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

lifetime, sometimes those efforts are overtaken by events. Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.
