Hi
Fedora-upgrade script links to RPM Fusion repos. Has this been vetted by legal?

Citation? Nothing can do that in the Fedora package universe. Please file a bug.
Doesn't really look like it is really linking to RPM Fusion repos. The script just imports rpmfusion signing keys if the repo is installed:
rpm --import /usr/share/fedora-upgrade/keys/RPM-GPG-KEY-fedora-19-primary if [ -f /etc/yum.repos.d/rpmfusion-free.repo ]; then rpm --import /usr/share/fedora-upgrade/keys/RPM-GPG-KEY-rpmfusion-free-fedora-19 rpm --import /usr/share/fedora-upgrade/keys/RPM-GPG-KEY-rpmfusion-free-fedora-19 fi
This should be allowable.

It is. It just can't point to the actual RPMFusion repo.
