The mingetty modification worked. Thank you to everyone on the list.

Just for reference here is how I modified my /etc/init/tty.conf to
bypass the login on a console-only machine:
sed -i s/"exec \/sbin\/mingetty $TTY"/"exec \/sbin\/mingetty
--autologin root $TTY"/ /etc/init/tty.conf
which gives you:
#tty.conf
stop on runlevel [016]
respawn
instance $TTY
exec /sbin/mingetty --autologin root $TTY

You might try booting with single on the kernel command line, this will
drop the system into a root shell. Some services will not be started.
