I don't see how it belongs in the live base ks file. It is not required for
using an image. If you want it, on say the desktop image, then you need to
convince the desktop team that it helps with rebuilding images enough that
its worth including. If they go back to targetting 1 GB USB devices, they
might be more inclined to include it despite what appears to be a pretty
narrow use case.
As far as the space being insignificant to the games spin, what that means
to me, is that if it gets included in the desktop spin, I am very unlikely
to bother putting in a rule to remove it to save about 1 MB. However, I
am not going to just throw it on the games spin, because it isn't a game
nor supports playing games.

If 3.2 GB is supposed to be the current size of the games spin, that is
incorrect. It is currently over 4.1 GB.
