Yes, such a tool would be ideal. But considering the tiny cost of
manually updating the diagram + the fortunately slow pace of changes
in the %includes hierarchy, developing such a tool would probably not
pay off before 5 or 10 years.
Anyway such a tool is not here now.
Also, even a slightly out of date (and timestamped) diagram
saves time compared to starting from nowhere.
