[PATCH-next 15/40] lnst.Controller.SlavePoolManager: enable machines without interfaces

Previously we only allowed virtual machines without interfaces since
they would later get dynamically created devices. However now we want
testers to be able to connect to slaves even during test execution and
to be able to manipulate nic device mapping manually so this restriction
is now useless..
