How to submit articles to FI: updated pages from Pascal

I took the pages that Pascal started (and beautifully screenshotted) and 
fleshed the instructions in a bit, and added notes about the work 
remaining to be done on each page.

I forgot my fake-FAS password (I just reset it) but don't know how long 
it takes to sync back to publictest, so I may not be able to test 
pushing through an article in time... everything except for the 
"publish/ready to publish" buttons work for me, though, fwiw.

Apparently the answer is "no time at all" - just pushed a first 
(horribly formatted) test article through 
(http://publictest6.fedoraproject.org/zikula/index.php?module=pagemaster&...) 
and it looks all right (aside from the "Mel can't format things" bug, 
which is totally a pebcak.)

So yep, instructions are working.

These look much better, thanks Mel!  Its useful for me to see the convention of marking where content needs more work.  I'll work more on these tonight.
