I've been browsing the lxqt github (as usual) and came across that the Sddm-config-editor Not available in the standard repositories could know why?
It has never been announced as release ready. The last official announce for it clearly mentions "sddm-config-editor not release-ready, lxqt-wm-integration not release-ready". Unfortunately that announcement has been disappeared during the switching of LXQt project website to the github pages one.
As for why qps and screengrab are not there, to be honest I don't know the historical reasons. I guess screengrab is because we have alternative already (lximage-qt).
Contributions are welcome if you want to help packaging qps or screengrab into Fedora!

Hi,
I suggest you to follow-up the official guide[1] here. It's a bit long, but it provides the basic information that is needed in your packaging workflow.
Being a packager you need to get 'sponsored' by packager sponsor. It's unfortunately that none of the LXQt maintainers are packager sponsor. So other than get things packaged into RPM, you also need to follow the guide to find a packager sponsor.
Feel free to reach out to the list if you have any questions.
