Yes I think currently only editors can approve comments, I am not sure
what needs to be changed to either allow the author to do it or stop the emails from going to the author

Thank you Clement for the clarifications. As for the change: Currently first part of first paragraph under "Hardware token keys" reads: First you need a secure hardware token key. Specifically, this process requires a Yubikey 4, Yubikey NEO, or a recently released Yubikey 5 series device which also supports FIDO. Needs to be: First you need a secure hardware token key.
