IIRC even when Fedora 28 has been released you had the same issue.
The one big "learn more" button in GNOME Software, when you see the Fedora 29 upgrade being offered, goes to this site: https://fedoramagazine.org/whats-new-fedora-29-workstation
And yet again, what waits is just a 404 error page. Seriously, this is really a no-go. :)
