Article draft: Fleet Commander - Second round of reviews

Hi there!

This is the Fleet Commander article with the fixes Dale has pointed in the
past, better formatted and in a common format almost everyone can open.

I removed duplicated content from it and now it seems to be much shorter
than before, so maybe there is no need to split it in more than one article.

Can you take a look at it and tell me what changes you need to be done?
