First Draft: Modularity in Fedora 28 Server Edition

Fantastic article, Stephen. I've finished editing it, mainly just to
tighten the wording and such.

Ryan, I'm not sure I will get time to do a featured image for it due
to a tight schedule this weekend. Could you check it on Monday morning
your time zone, and if you don't see one, could you do an image and
publish? Thanks!

Thanks, Paul! I noticed one minor typo in the last paragraph that you
introduced when cleaning up the tenses. I can't seem to edit it while it's
in review, so could you fix "provide" to he "provides" there?
