Justin to my knowledge I believe me and Paul Frields have access to that account.  I don't know if everyone who is marked as a manager on the Fedora Project G+ page have the ability to access the youtube channel or not.

I think having tickets being requested in the Marketing Trac is the best way to go. The Marketing Trac is central to all of the Ambassador regions, so it will be easiest for them to come to us requesting access, I believe.

As for alerts, I believe it is possible. I've seen it done in the Infrastructure Trac. The first thing we'll need to do is get together a list of everyone who has the access and privilege to generate / reset the streaming API key.
