I checked the Google's Calendar forum and I have found several issues
like this (i.e.:
https://productforums.google.com/forum/#!topic/calendar/hxsAnCiMD_Y ).
Once you have imported an ICS file, you can not import it again. It is
a protection of the Calendar APP to avoid duplicates. So, the
behaviour you are observing, seems to be correct :-)
