Dcmtk update

Dear all,
Following Jos commentary on:
https://bugzilla.redhat.com/show_bug.cgi?id=925241

I'm probably updating dcmtk to last development version (da79f0) laster
this week.

Is there anyone who specifically needs 3.6.0 for any reason?

Hi Mario,

The Orthanc package dynamically links against DCMTK 3.6.0. I do not know if
the 3.6.0 API is compatible with the development snapshot.

Thanks Sébastien, I'll bring up this issue with dcmtk developers before
updating: do you use 3.6.0 from here?

When Orthanc is statically linked (e.g. under Windows), we indeed use 
this version of the source code.

But in the Fedora package, Orthanc dynamically links against the 
official DCMTK package.
