We have tk 8.5.8 in F13/F14 and 8.5.9 in rawhide.  Since mingw32 versions need
to closely track the native version (see
http://fedoraproject.org/wiki/Packaging:MinGW#Track_Fedora_native_package_ve...),
would you consider updating this package to either of those versions?
