It was announced[1] and placed in the buildroot. It appears no one wants to 
subscribe to the mingw mailing list[2] or watch bodhi and give karma[3] or watch 
koji for the overrides[4][5].

I have extended the buildroot until 2016-11-12, which will be when I can push the 
update to stable. If you can't build your packages by that time then you will have 
to wait until it hits stable.
