It doesn't change anything. We can still put packages into Fedora 10 and EPEL 5 and I intend to do that.
It means that this important new feature will be promoted when Fedora 11 is released.

No, feature pages are basically just a marketing exercise. They are a way to publicise what we're doing, not to constrain us.
