I have developers and testers using Fedora and would like to speed up the access to Fedora releases internally. Please provide me the necessary access to create a private mirror. I cannot provide an external mirror address/bandwidth due to IT policies.

Interesting. Just last week we had someone from windriver who requested to set up a private mirror. Maybe you should coordinate your mirror setup. His email address was: Kevin.Mitchell@windriver.com
This is the answer I also sent to Kevin:
Please use a tier 1/2 mirror[1] close to you; create an account in the MirrorManager[2]; register your mirror as a private mirror in the mirror manager; enter your local netblocks in mirror manager; run report_mirror[3] and as soon as you are listed in the database as up to date yum will be redirected to your local/private mirror.
