I'm Paul Bernal (don pool), network administrator here at the ESPOCH University in Riobamba-Ecuador, South Am?rica. We've been ussing RedHat and clones for a long time now and of course EPEL repo for complemmentary packages.
A few days ago we've prepared and synched the EPEL repo here and want to publish it as public. Our EPEL repo is up and runnig for the last week, details follows:

Thanks for your support. Your MirrorManager entry looks almost correct. To test if you mirror is up to date we are using rsync and unfortunately the rsync URL you specified is not working:
$ rsync rsync://mirror.espoch.edu.ec/fedora-epel @ERROR: chroot failed
If you fix this your mirror should see clients being redirected to your mirror.
