Thanks for your support. Your MirrorManager entry looks almost correct.
To test if you mirror is up to date we are using rsync and unfortunately
the rsync URL you specified is not working:
$ rsync rsync://mirror.espoch.edu.ec/fedora-epel
@ERROR: chroot failed
If you fix this your mirror should see clients being redirected to your
mirror.
