Well "modular" in the sense I was using it refers to the "Modular"
set
of repositories and functionality in dnf which allows packages in those
repositories to overlay the regular repositories. It's basically how we
can allow sets of conflicting packages to coexist.
I believe I will need the source debug and primary packages to get
started and probably a base ISO image to get things started.
Then poke around on a mirror and download what you want.

libera. Still no matrix for me as I'm waiting for a non-terrible
