Fedora 39 moving to archive

Hi, folks. Fedora 39 reached end of life today. Per the SOP[1], I'm
mailing the list to notify you that Fedora 39 was synced to the
/pub/archive/ locations today, and will be removed from the non-archive
locations in two weeks. The mirror manager will then point to the
archive.
