You should rather sync from a tier 1 mirror from europe than using one
of the tier 0 mirrors.
I tried a few and all of them had the fedora-enchilada module. The ACLs
should be updated from MirrorManager. If you cannot connect to one of
the tier 1 mirrors you should directly contact the mirror maintainer.
