If I understand the issue you have, you'll need to add this to your
ServerLayout section (could probably also be put in ServerFlags, though
I haven't confirmed that):
Option "AutoAddDevices" "off"
But the bigger problem with the newer Xorg server is that it doesn't
initialize multiple video cards with the current open source drivers. As
I understand it, the card initialization code was to be moved to the
kernel as part of the kernel modesetting, but this is incomplete. The
proprietary Nvidia driver will initialize multiple cards (though I have
a situation where on one computer activating a second PCI-E card blanks
the first -- this works on another system with a different set of Nvidia
cards and a different motherboard, though, and even on the system with
the problem, two additional Nvidia PCI (not PCI-E) work fine).
So, at the present time, we've regressed significantly from a year ago
from a multiseat point of view.

and that does not solve the problem of keyboard data on seat2 appearing on
the active VT of seat1.
I use the closed source Nvidia driver and that initializes the cards OK. I
have not been able to use the opensource nv driver for some time (ever?)
with multiseat.
I'll keep you updated on what happens. The latest on the bug that I opened
on this:

is that the maintainer says the Debian does not support multiseat setups.
I'd like to see where it says that.
