Well, assuming that nobody else takes it, and also assuming that you're not already a packager, you can head to http://fedoraproject.org/wiki/Join_the_package_collection_maintainers for the huge, massive list of steps involved.

IF you have no interest in taking it on yourself I'd suggest adding it to the wishlist on the Wiki. Either I'll look at it or someone will as part of the spin.
If you are interested in joining the package maintainers I can help you on your way - there are also a few packagers in the Audio SIG who may want to help.

I've added Plug to the wishlist and secondary packages on the wiki, I have a spec file that works for the 1.1 release and complies with packaging guidelines if anyone wants to take it on.
