Yes of Course!
First you have to set boot hard drive to external hard disk from bios.
then when you booted from DVD.
It will show you the options to make partitions.
You need 2 type of parttions
1. swap partition depends on your RAM.
if your PC RAM is 1 GB then you keep your swap partition upto 500MB.
2. You have to make root partition at least of size 8GB.
There is no problem in installing Fedora on Externel Hard disk.
So It's Easy.
