Retiring ocaml-ppx-tools

The ocaml-ppx-tools package is no longer needed by anything in Fedora,
nor by anything I would like to add to Fedora.  I plan to retire it in
F35+ soon.  If anybody wants it, let me know and I will pass it to you
instead.
