at OLPC we add keyboard layouts quite often, so we end up shipping a patched xkeyboard-config .
I was wondering if you'd considered reviewing the patches we add for inclusion in your Fedora pkg.
For F14, there is a fedpkg-style repo showing our changes (patches and spec): http://dev.laptop.org/git/packages/xkeyboard-config/log/?h=f14/master
The same patches in a git repo of the upstream project: http://dev.laptop.org/git/users/martin/xkeyboard-config/log/?h=v1.9-rebase
For master, I've also prepared the patches on top of upstreams' 2.1, those are here: http://dev.laptop.org/git/users/martin/xkeyboard-config/log/
My hope is to get these all reviewed and hopefully merged upstream. In the meantime, we got to roll usable builds for these kids...
