I'm not sure what you mean with "tags" exactly, but I guess it is
something PLC-specific, an extension of one of the languages used
within a PLC (some kind of placeholder/variable that maps to an
address/device).
OpenAPC (or better: ControlRoom) works in an different way, there you
have flows of data from one logical or IO element to an other. The
concept of tags is not used, a device is represented by a plug-in that
accesses exactly this device.
For communication with a PLC you have to find out which
interfaces/protocols this PLC supports (Ethernet, MODBUS,...) and then
have to use the appropriate plug-in. This plug-in itself will provide
data from that device or send them back to it.
