Upstream confirms the files with LGPL notices (apart from eagledns) are an oversight and are intended to be covered by the Apache License 2.0.
Assuming no subpackaging is done, and if it is correct that the eagledns code is not being built/packaged, then the License tag should simply be "ASL 2.0 and CDDL".
