As this is your first package, I advise you to take a look at the following links to understand how an RPM package is built and what the fedora packaging guidelines look like.

The packaging guidelines specify how software needs to be packaged to be accepted into fedora.
You also need to get sponsored by a sponsor to be able to release your package in fedora. Here are some more informational links about this process:
