Description:
SBC (Sub Band Codec) is a low-complexity audio codec used in the Advanced Audio
Distribution Profile (A2DP) bluetooth standard but can be used standalone. It
uses 4 or 8 subbands, an adaptive bit allocation algorithm in combination with
an adaptive block PCM quantizers.

constant::defer creates a subroutine which on the first call runs given
code to calculate its value, and on the second and subsequent calls just
returns that value, like a constant. The value code is discarded once run,
allowing it to be garbage collected.
