If you're talking about this header:

- Header files in -devel subpackage, if present.
  Note: cdargs-debugsource :
  /usr/src/debug/cdargs-1.35-18.fc29.x86_64/src/cdargs.h

It's a "bug" of fedora-review which doesn't ignore the new debugsource packages
as it should. I actually did a PR to fix that and it has been merged en the
devel branch of fedora-review.
